Cardboard boxes sag as soon as they pick up damp, and once the move is over they get binned or occupy a shelf. Zip-top totes carry the same bulk and then fold flat until the next time.
Anyone who needs a sealed, rated container. The maker's own page swaps between water-resistant and stronger wording with no rating behind either, and an unsealed zip top is no barrier to standing water.
Weigh what you plan to pack rather than trusting the volume. The stated limit is 50 lb a bag, and books, tools or dishes reach it well before the 24 gallons are used up.
